In common with other organisations, ICAO has suffered when member states, including the USA, have not paid their dues or have paid them in arrears.

The aircraft systems provided to make these tasks possible are complex electro-mechanical or electronic systems powered from hydraulic, pneumatic or electrical sources and backed up by increasingly sophisticated display systems.
